COLUMBUS: American Municipal Power, Inc. (AMP) announced today that Charles Willoughby has joined the staff as director of government affairs.
Willoughby has a strong background in legislative and policy development, with specific experience in energy policy. He comes to AMP from the Ohio Chamber of Commerce where he served as director of energy and environmental policy. Previously, Willoughby was government affairs consultant to the Industrial Energy Users – Ohio, was the policy and legislative liaison for Ohio Attorney General Mike DeWine and has served in staff positions to State Senator Kirk Schuring and State Representative Courtney Combs.
“Charles will work closely with AMP and the Ohio Municipal Electric Association (OMEA) on behalf of our member utilities,” said Michael Beirne, vice president of external affairs. “The issues confronting Ohio’s municipal electric systems are many and often complex. His background and knowledge will be a great asset to the organizations and our members.”
The OMEA advocates at the state and national levels on behalf of AMP and 80 Ohio member municipal electric systems.
In his new position, Willoughby will serve as a primary Ohio Statehouse contact for AMP and OMEA, representing the organizations with state lawmakers and managing advocacy efforts to the benefit of member utilities.
Willoughby holds a B.A. in political science and history from Miami University in Oxford, Ohio.
