COLUMBUS, OH: American Municipal Power, Inc. (AMP) announced today that Charles Willoughby has joined the organization as Assistant Vice President of Government and Public Affairs, where he will provide advocacy efforts for AMP and the Ohio Municipal Electric Association (OMEA).
Willoughby, who previously served AMP as Director of Government Affairs from 2016 to 2020, has a strong background in legislative and policy development, with specific experience in energy policy.
In his new role with AMP, Willoughby will serve as the primary Ohio Statehouse contact and manage advocacy efforts on behalf of AMP and the OMEA, representing the organizations with state lawmakers and managing advocacy efforts to the benefit of Member utilities. The OMEA advocates at the state and national levels on behalf of AMP and its 80 Ohio member municipal electric systems.
Immediately prior to rejoining the AMP staff, Willoughby worked as Senior Government Relations Advisor with McNees Wallace & Nurick, LLC. Previously, he also served as Director of Energy and Environmental Policy with the Ohio Chamber of Commerce and was a Government Affairs Consultant to the Industrial Energy Users – Ohio. He also has experience working in state government, having served as the Policy and Legislative Liaison in the Ohio Attorney General’s Office under Mike DeWine and in staff positions to state senators and representatives.

Willoughby holds a Bachelor of Arts in political science and history from Miami University in Oxford, Ohio.
